Reach Capital's William Barrett floats €1bn-a-year GP-led budgets for CDPQ and Allianz

A standing €1bn-a-year commitment from each would add €2bn of annual GP-led demand, though the published extract reports a hypothetical and not an announced budget.

William Barrett's question, as Secondaries Investor published it, concerns two institutions: what if CDPQ in Canada and Allianz in Germany each said they would allocate €1 billion a year to GP-led deals? The Reach Capital co-founder and managing partner answered it himself. "They could," he said. "They should even, to be honest." The same coverage has GP-led secondaries tipped for what it describes as "new normal" status among private equity exits, and what Barrett adds is a demand-side number rather than a case about how the structures work.

The arithmetic is the easy part. Two allocators at €1 billion each is €2 billion a year aimed at the GP-led end, and a budget that renews behaves differently from a one-off ticket: a buyer who has committed to a program has to keep transacting as deals arrive, and cannot simply wait for the price it wants. That is the mechanism the quote points at, and it runs in both directions. Sponsors weighing a GP-led process against a conventional auction would price their alternatives against the buyers they expect to show up, so a named, recurring budget is a fact about supply as much as about demand.

'Normal' is the load-bearing word in the framing. If GP-led deals are the ordinary route out of a private equity position, the buyer base has to be institutional and recurring, and the two allocators Barrett names are the size that would make it so. A market that transacts one mature asset at a time needs buyers who return to each process on its own terms, year in and year out. What the sentence establishes is the shape of the market the product needs; it reads as a question with a hopeful answer attached.

What the published extract does not contain is an announcement. Neither institution is described as having made, weighed or discussed such a commitment, and the figures belong to Barrett's question, not to a mandate. The extract supplies no denominator either: nothing on the size of the GP-led market, nothing on what either institution allocates to secondaries today, so the share of the market €2 billion a year would represent cannot be computed from it.

The checkable version of Barrett's scenario would arrive as a document: an allocator disclosing a dated, renewable annual GP-led budget, with the size and the terms attached. Nothing in the coverage is one.
